What to Do When You Can’t Pay Your Pasadena Water and Power Bill

The City of Pasadena, California is home to more than 130,000 residents. Pasadena Water and Power is a city-owned water company providing electric and water utilities to residents.

How to Pay the Bill

Pasadena Water and Power offers seven convenient options for making utility payments.

Online: You can pay your Pasadena Water and Power bill online by registering for an online account at https://eservices.cityofpasadena.net/IwrWP/Logon.aspx. Visa, Discover and Mastercard payments are accepted.

Direct Debit: Customers who wish to have water and power bills directly paid from a bank account must fill out a direct debit application. Applications can be printed from the official website for Pasadena Water and Power bill pay or requested through customer service at 1-626-744-4005.

Mail: Payments by personal check and money order must be mailed to:

Phone: Credit card payments are accepted at 1-626-744-4005 with an account number and PIN.

In Person: Payments can be made in person from 7:30 a.m. to 5:15 p.m. at:

CheckFree: An optional payment processor for Pasadena Water and Power is CheckFree. Customers must visit the CheckFree website to process payment.

After Hours: A drop box is located at the corner of Union St and Garfield Ave. Payment made before 2 p.m. will be processed the same day. After 2 p.m., payments are processed on the next business day.

How the Penalty Fees Work

There are no penalty fees mentioned on the Pasadena Water and Power website. Most water and power companies charge penalty fees for:

  • Late payments
  • Returned checks
  • Disconnection
  • Collection
  • Reconnection

I Can’t Make a Payment

Residential Electric Utility Assistance Program (EUAP): Customers can apply for the EUAP program if they meet certain income guidelines based on family size. Customers must supply proof of income. Pasadena Water and Power will credit your account $7.50 per month if you qualify for the program, in addition to any support from EUAP.

Pasadena Cares: The Pasadena Cares program is designed for customers 62 and older. Customers must meet income guidelines to apply. Once accepted, Pasadena Water and Power will credit $7.50 per month to your bill in addition to any Pasadena Cares support.

Pasadena Cares Plus: This is the same program as Pasadena Cares, but income guidelines are lower and customers receive additional benefits. The same $7.50 credit applies from Pasadena Water and Power.
