What to Do When You Can’t Pay Your Tualatin Valley Water District

The Tualatin Valley Water District covers 44 square miles and provides water to nearly 200,000 residents of Hillsboro, Tigard and surrounding areas. Customers can access their water accounts online or contact the customer service department for more information on payment plans if they find they cannot make a payment by the bill due date.

How to Pay the Bill

If you wish to make a fast and easy payment, Tualatin Valley Water District offers online payment options. Customers can also pay by phone, mail and in person.

Pay online: If you wish to make a payment with a Visa, Mastercard or debit card you can sign up for online account access. You can pay your Tualatin Valley Water District bill online at http://www.tvwd.org/online-account/login.aspx. You cannot access the online account login from the Google Chrome browser at this time.

Pay by phone: Phone payments are accepted at 1-503-642-1511. You can use a credit card (Visa or Mastercard) or debit card to make payment by phone.

Pay by mail: Mail payments are reserved for personal checks and money orders. Customers can send payments to:

How the Penalty Fees Work

Before your bill due date, contact the customer service department if you need assistance paying your bill. This could eliminate penalty fees from increasing your total amount due.

  • Reconnect after non-payment: Once all past due amounts due are paid in full, the customer will pay a $60 for reconnection during normal business hours. An additional $50 is charged for after hours reconnect. If you make a payment plan and break the plan, you’ll pay a $60 reconnect fee.
  • Late payment fee: Also referred to as a Carrying Charge, Tualatin Valley Water District charges a maximum of 9% per year to carry over an unpaid balance to the next billing cycle.

Contact customer service immediately at 1-503-642-1511 if you cannot pay your bill. The representative will work with you to place your balance on a payment plan.
