How the Penalty Fees Work
Penalty fees are assessed when Portland Water District must go over and above normal customer service to collect past due bills.
- Collection charge: $20.50 for each visit or posting of disconnect notice. This fee is charged even if the customer pays the total amount due to the customer service representative at the time of visit.
- Restoration: If service is restored after being disconnected for non-payment, customers are charged $42 during normal business hours. After hours, weekends and holidays are charged at a rate of $37.25 per hour with a $96.50 minimum.
- Late payment charge: The maximum percentage allowed by law is added to the customer’s bill when payments are not made on-time.
- Returned check fee: Between $5 and $15 depending on the total charged to the Portland Water District. If the customer is charged more than $5, Portland Water District will send details about the charge to the customer.
