How to Pay the Bill

Pay online: Customers can pay your Otay Water District bill online by visiting https://www.onlinebiller.com/otay/. Customers will need to register for the service by entering their email address and password. Otay Water District does not charge a convenience fee when customers pay your bill using the online service.

Automatic deduction: Customers can have your Otay Water District bill automatically deducted from your checking or savings account on a monthly basis. Call customer service at 1-619-670-2777 to set-up the service or visit your online account.

How the Penalty Fees Work

Otay Water District assesses charges and penalties associated with delinquent accounts. The fees include late payment fees as well reconnection fees. Bank fees may be applied to the customer. The customer service representative explained that there could possibly be a security deposit, but this fee is applied to individual customers and not all customers.

  • Late payment – When your Otay Water District bill is late, you are charged a 5% of the late amount. The amount is added to your following Otay Water District bill.
  • Reconnection – When service is disconnected, Otay Water District charges customers $40 to reconnect service. Otay Water District may charge a security deposit.
  • Insufficient funds – In the event your check is returned, Otay Water District charges customers a $25 fee. Additional bank fees may apply.

I Can’t Make a Payment

According to the customer service representative we spoke to, Otay Water District does not offer any assistance programs for customers that are having difficulty paying their bill. They explained there are no programs in the San Diego County area that offer assistance to water customers, only electricity and gas customers. The representative explained that Otay Water District only offers information on how a customer can save money on their bill, not receive assistance paying their bill.
