How to Pay the Bill

Pay with Bill Matrix: Bill Matrix is an authorized payment processor for El Paso Electric. There is a $2.95 fee assessed for each transaction. Bill Matrix is available online or by phone. Customers can call 1-800-642-2142 for more information.
Pay in person: Customers can make payments at authorized agents like Western Union and Tio. Tio charges a $1.50 service fee and Western Union charges a $1 service fee for accepting payment.
Pay with cash: Payment kiosks are located at some Albertson’s supermarkets, Circle Ks, Howdy’s and Good Time retail stores. Kiosks are available 24 hours a day. The customer is charged a $2 fee for each payment.

How the Penalty Fees Work
El Paso Electric charges fees for reconnection and service visits to the home in conjunction with reconnection. Fees may include:
- Security deposit: Deposits may be charged at the time service is connection, but additional deposits may also be charged if the service must be reconnected after non-payment.
- Damage charges: If damage is incurred during reconnection or disconnection, the customer may be responsible for damages.
- Energy diversion fees: If energy diversion occurs, the customer may be charged an energy diversion fee.
- After hours rate: If reconnection is scheduled on a Saturday, Sunday, holiday or the next day, the customer is responsible for after hours rates.
I Can’t Make a Payment
- Payment arrangement: El Paso Electric offers temporary payment arrangements for customers in financial trouble. You can contact customer service at 1-800-351-1621 to place your past due bill on a payment plan.
- Low-income rider: Customers falling at or below 125% of the federal income guidelines for poverty can qualify for a low income rider. The rider reduces monthly energy bills by $5.
- Energy saver program: The Energy saver program for El Paso Electric is administered by Project Bravo, Inc. Customers can contact Project Bravo directly at 1-915-562-4100 for more information on how to apply.
- LIHEAP: Customers that fall below the federal poverty level are eligible to apply for LIHEAP home energy assistance program. This program has limited funding, so El Paso Electric customers are encouraged to apply early for bill pay assistance.
