How to Pay the Bill

How the Penalty Fees Work

Clark Public Utilities charges fees for late payments and insufficient funds. A payment is considered late, when Clark Public Utilities receives the payment at a minimum 15 days past the original due date. Clark Public Utilities does not require customers pay a security deposit.

  • Late payment – Clark Public Utilities charges customers a fee of 1% of the past due amount for payments received past the due date. The minimum charged to customers is $2.50.
  • Insufficient funds – Clark Public Utilities charges a fee for returned checks, but did not disclose the amount.

I Can’t Make a Payment

Clark Public Utilities offered several options for customers that can’t pay your bill. The most readily available options are payment arrangements. Additional assistance programs include LIHEAP, Low-Income Rate Assistance, Senior Outreach Program and Guarantee of Service Program.

  • LIHEAP – Federally-funded program that offers utilities assistance to qualified low-income customers. Learn more about how to qualify for energy assistance with LIHEAP.
  • Low-Income Rate Assistance – This program is available to qualified low-income customers and offers discounts of 5% to 40%.
  • Senior Outreach Program – This program is designed to provide heating and cooling assistance for the elderly. The requirements include being over the age of 60 and having a household income within 126% to 150% of the Federal poverty level.
  • Guarantee of Service Program – This program offers qualified income-eligible customers relief from their Clark Public Utilities bill. The bill is calculated based upon the monthly household income. There are no fees associated with this service. Remaining in the program requires the customer to make monthly payments on time or risk being removed from the program.
