What to Do When You Can’t Pay Your City of Dover Bill

The City of Dover, Delaware is called the Capital of the First State. Residents use the official website to pay utility bills sent by the City of Dover and to access utility bills. Currently, the City of Dover supplies electric, water, sewer and garbage services.

How to Pay the Bill

You will receive a utility bill from the City of Dover. Inside the bill you will find a mailing envelope to send your bill payment. If you wish to make a payment online or in person, you can use one of the alternative payment options provided by the City of Dover.

Pay by mail: Acceptable mail payments include personal checks and money orders. It is best not to send cash through the mail. Send your payment made out to the City of Dover to:

Pay in person: If you wish to make a payment in person you can visit 5 East Reed St and drive thru or walk-in with your payment.

How the Penalty Fees Work

If you are late making a payment or if your check or other form of payment is returned, you will be assessed penalty fees.

  • Late payment fee: Charged at 1.5% of the total past due amount
  • Returned payment fee: $20 in addition to the fee charged by your bank, if applicable
  • Disconnect/reconnect fee: The fee to reconnect your services ranges from $50 to $100

I Can’t Make a Payment
